  • オプションメニューを開く（右上の三点リーダー）
  • 「設定」メニューを開く
  • 「テーマスタイルの使用」がオフになっていたらオンにする

ここがオフになっている場合、WordPress6.1のデフォルトテーマでも症状が再現する事を確認しました。（このオプション自体がいつ・何の目的で追加されたかまでは把握していません）

Gutenbergでの同様のissueが上がっているので、WordPress側の問題ではないかと考えています。

また、これはエディター側だけに適用されるオプションなので、フロントエンド側の見た目には影響が無いはずですが、いかがでしょうか？
